Yes, because he insists on trying to throw on the run instead of setting
up. When he sets up, he is accurate. When he moves while throwing -- often
unnecessarily -- he is off most of the time.
I belive the staff is working with him on this, but he seems slow to get
it.

Agree. He needs to develop the skill to stop and throw, and if he doesn't
he will eventually have to be replaced.
